Quality Assurance System – SCC QAS

Sydney Community College Ltd (SCC) is a not-for-profit social enterprise providing adult education and training since 1986. SCCs offers innovative continuing education programmes that support individual efforts and facilitate sustainable social change by:

  • providing continuing education opportunities for people to build practical and theoretical skills and develop knowledge;
  • leveraging from and developing community capacity and inclusivity;
  • developing innovative affordable and accessible skills training programmes;
  • partnering with like organisations and government to deliver learning opportunities for disadvantaged individuals and communities.

The College is governed by an honorary Board of Directors, including the College Principal. The Board’s activities are governed by the Australian Securities and Investments Commission (ASIC) and related legislation, as well as internal governance policies and procedures.

Vocational Education and Training (VET) currently represents a relatively small part of SCCs operations, comprising only NSW Government Funded Community Service Obligation (CSO) "for disadvantaged learners and hard to service communities and a limited fee-for-service public offering in training and assessment. Our QAS has been developed, however, specifically for the SCC’s Registered Training Organisation (RTO) to ensure clear and transparent plans, systems, policies and processes related to the RTO are in place, accessible, implemented, regularly monitored, reviewed and improved. In addition, that the QAS is in accord with the Standards for RTOs 2015, in particular Clauses 2.1 and 2.2":

SCC has adopted a Plan, Implement, Review, Improve (PIRI) process for its QAS. Our PIRI is a cyclical system for on going quality improvement and has been tailored to best match SCCs operations, obligations and outcome objectives.

  • Planning involves the plans, policies, processes, timelines and responsibilities for achieving outcomes intended to maintain or improve the quality of our service delivery as an RTO. For CSO programmes, planning is particularly influenced by the requirements of Government through its policy, contract and operating guidelines documents;
  • Implement gives effect to these planned arrangements, including monitoring the quality of our service delivery as an RTO;
  • Review requires assessment of the value of the planned arrangements in regard to intended outcomes. As review is evidence-based, assessment methods involve quantitative measures such as learning outcomes and qualitative data such as student evaluation and stakeholder (including staff/contractor) feedback;
  • Improve identifies improvements and changes to be incorporated into our planning and, therefore, our service delivery.

SCC aims to ensure quality in our training delivery solutions by continuously quality checking our delivered training outcomes. It is the intent of SCC to give effect to the aims of its QAS in real, not abstract, terms. Decision-making will be team-oriented and based on factual data that is accurate and relevant. External factual data collection will comprise primarily, but is not limited to, monitoring and charting responses and feedback from our students and other key stakeholders. Internal factual data collection will comprise primarily, but is not limited to, regular assessment of our own performance through team meetings, continued professional development and industry engagement, peer and leadership review.
